Though several instrumentsare existing in the west, contextualizing the concept of business incubation centers, its suitability and the appropriateness are less observed in Asian countries. In this scenario, the present research has looked into the factors contributing to a good business incubation center. In order to identify the factors related to business incubation centers this study has initially followed content analysis and in-depth interviews with the students. Soon after identifying the factors, it has been subjected to the expert opinion based on Delphi technique. Assuring the rigorousness of qualitative research process this study further tested its reliability with quantitative research. Finally,an instrument has developed with seven sub-factors of business incubation centers having 55 items spread around, contextualizing the measurement among Indonesian business graduates.
